WORLD WATER DAY 2020

Twenty seven years ago, since 1993, following the recommendation initiated by the United Nations Conference on Environment and Development / UNCED held in Rio de Janeiro, Brazil [1992], the United Nations chose March 22 each year as the World Water Day.

Every year, the United Nations picked a theme for the World Water Day. All campaigns, seminars, public information or education efforts will revolve around that theme.

Water is an accepted symbol of life. Consequently, each time water is detected on a distant planet, astronomers optimistically assume that life and living creatures may exist on it. Our earth will become a dead planet if it is devoid of water. In human history, civilizations have become extinct not only due to pestilence but also penury of water.

NGÀY NƯỚC THẾ GIỚI 2020

Cách đây 27 năm, kể từ 1993, Liên Hiệp Quốc đã chọn ngày 22 tháng 3 mỗi năm là Ngày Nước Thế Giới / World Water Day, do sáng kiến từ Hội nghị Môi Sinh và Phát Triển/ United Nations Conference on Environment and Development/ UNCED tại Rio de Janeiro, Brazil [1992].

TWO EARTHSHAKING NEWS 

10.29.2019: The first day in operation of the Xayaburi Dam

On that date, the Lao government kick started the turbines of the Xayaburi Dam (1260 MW), its first hydroelectric dam on the Mekong River’s mainstream. At the time, when the Mekong River’s section near the dam was almost being drained dry this event represented an earthshaking news to the inhabitants of the Mekong River Basin. The question that came to everybody’s mind was: “Where can one find sufficient water to run the Xayaburi’s turbines at full capacity?”
Then, came the not only earthshaking but also disconcerting event: the earthquake in the Xayaburi Province, Northern Laos, where the hydroelectric dam with the same name went into operation just three weeks prior.

The author first received the news through a text message sent from Paris. It was later reported by the French newspaper Le Figaro on November 20, 2019, at 17: 05:  Earthquake of 6.1 in Laos . “An earthquake of 6.1 happened on Thursday in Northwest Laos, near the border with Thailand according to the U.S. Geological Survey USGS, the epicenter was located at a shallow depth and recorded at 6:50 AM local time (23:50 international time on Wednesday 20.11.2019). Only three months are left, before the Prior Consultation Phase [10/ 2019 –4/ 2020] for the Luang Prabang Project comes to an end. If no immediate action or drastic change in the position of Vietnam is taken, the ground breaking ceremony for the construction of the Luang Prabang Dam will take place in April of 2020. That would be a day of mourning to all the 20 million inhabitants of the 13 provinces in the Mekong Delta. Sadly enough, it is the Vietnamese Government that causes its people to enter into mourning.

With the Mekong Delta being seriously degraded now and in the coming days, we can, with complete certainty, assert that: the Luang Prabang Dam Project with Vietnam as the lead investor is devoid of any benefits to the country and its people. On the contrary, it works to their detriment causing increasingly grievous damages to the entire Basin and Delta of the Mekong River.

This article is addressed to the 92 Deputies of the 13 provinces in the Mekong Delta with the hope that you will act as a task force, within the limits of your authority, to take immediate actions, achieve a breakthrough to forestall a strategic mishap in the Mekong Basin as well as safeguard the Mekong Delta – the region you are representing.

VIETNAM: A BAFFLING ABSENCE

The English bulletin of RFA on 12/30/2019: the Government of Laos announced that the Luang Prabang Dam’s construction may begin ahead of schedule in 2020.

Chỉ còn hơn ba tháng nữa là hết hạn tiến trình Tham khảo Trước [10/ 2019 –4/ 2020] cho dự án Luang Prabang. Nếu không có hành động tức thời và chuyển biến quyết liệt từ phía Việt Nam, lễ động thổ - ground breaking khởi công xây con đập Luang Prabang sẽ diễn ra vào tháng 4/2020. Đó sẽ là một ngày tang tóc cho toàn thể 20 triệu cư dân 13 tỉnh Miền Tây, mà vòng khăn tang đó lại do chính Nhà Nước Việt Nam tự quấn lên đầu người dân mình.

Với một Đồng bằng Sông Cửu Long đã và đang bị tổn thương như hiện nay, chúng tôi nhận định và cả với niềm xác tín rằng: dự án đập Luang Prabang do Việt Nam là chủ đầu tư, không những không có lợi lộc gì cho dân cho nước mà hoàn toàn có hại, khiến cho cả một vùng châu thổ là ĐBSCL ngày càng bị tổn thương trầm trọng hơn.

Bài viết này gửi tới 92 vị Đại biểu Quốc hội của 13 tỉnh Miền Tây, mà chúng tôi kỳ vọng quý vị như một toán đặc nhiệm – task force, trong quyền hạn có thể  phản ứng nhanh, tạo bước đột phá, tránh được một sai lầm chiến lược trong lưu vực sông Mekong và cả cứu nguy ĐBSCL – vùng mà các vị đang đại diện.

VIỆT NAM: MỘT SỰ VẮNG MẶT RẤT KHÓ HIỂU

Bản tintiếng Anh cuối năm trên RFA ngày 30/12/2019, chính phủ Lào cho biết  Đập Luang Prabang có thể sẽ khởi công 2020 sớm hơn dự kiến.

Bản tin viết: “Luang Prabang có thể được khởi công xây trước kế hoạch, sau con đập Xayaburi đã vận hành và đập Don Sahong đang chạy thử, và sẽ là con đập thuỷ điện dòng chính thứ ba trên sông Mekong của Lào. 

Do được hỗ trợ của chính phủ Thái nên dự án Luang Prabang có thể có bước nhảy vọt – leapfrogging trước hai con đập Pak Beng và Pak Lay cho dù 2 dự án này đã hoàn tất các giai đoạn Tham khảo Trước – prior consultation phases.

Cuối năm, chính xác là vào ngày 18 tháng 12 năm 2019, FB Thanh Hieu Bui (hốt hoảng) báo động về một chuyện buồn … đã hơi bị cũ: “Cái tin này mới đáng sợ này, đồng bằng Cửu Long là vựa lúa lớn nhất nước, chuyện này liên quan khủng khiếp đến đời sống nhân dân. Một trong những nguyên nhân là bọn Tàu Khựa nó lấy nước nguồn sông, khiến mực nước sông xuống thấp, nước mặn tràn vào.”

Nạn ngập mặn ở đồng bằng sông Cửu không phải là hiện tượng mới mẻ gì đâu, ông Gió ạ:

“Mười ngày trước Giáng Sinh, ngư phủ Nguyễn Văn Chơn và vợ cư ngụ tại huyện Lấp Vò Tỉnh Đồng Tháp đã lưới được một con cá đuối khổng lồ trên sông Tiền, đoạn giữa hai Xã Tân Mỹ và Tân Khánh Trung. Con cá đuối có chiều dài hơn 4 mét ngang 2 mét và nặng tới 270 ký.

LAOS’ “ENCROACHMENT” THE LUANG PRABANG DAM PROJECT – A CHALLENGE TO VIETNAM

INTERVIEW WITH DR NGÔ THẾ VINH BY RFA   

On October 29, 2019 Laos kickstarted the operation of the Xayaburi Dam to be followed soon afterward by that of the Don Sahong Dam. Those two hydroelectric dams that straddle the Mekong’s main current also represent a bone of contention for the countries downstream of Cambodia, Laos, Thailand, and Vietnam. Another noteworthy news coming out of the Mekong River Commissìon indicated that Laos was about to introduce the PNPCA process for the Luang Prabang hydropower Dam (1,410 MW) located 30 km from Luang Prabang. Barring unexpected events, construction works for the Luang Prabang Dam are scheduled to begin in July, 2020. Doctor Ngô Thế Vinh, an expert on the Mekong, has authored the two books “The Nine Dragons Drained Dry, The East Sea in Turmoil” and “Mekong - the Occluding River.” He also wrote articles pertaining to the Luang Prabang Project and the role Vietnam played in it.  In this interview with reporter Thanh Trúc, he further elaborates on his view pertaining to this issue.

Thanh Trúc1_ Dr Vinh, 12 years ago, in 2007, Vietnam gave the green light to the state-owned  PVPC / PetroVietnam Power Corporation to sign a memorandum of understanding with the Vientiane government authorizing PVPC to invest in  the construction of the Luang Prabang Dam, the biggest dam in Laos. Do you think this represents an inconsistency on the part of the Vietnamese when they continue to object to Laos’ plan to build 9 dams on the Mekong River’s main current?  Can you also comment on the article you authored entitled “Vietnam is Suffering a Strategic Setback at the Mekong River Battlefront”?
