THE CHAIN-REACTION IMPACTS FROM THE DAMS

With the passing of time, the cumulative and irreversible chain-reaction impacts coming from the occluding rivers as well as the 26 mainstream dams (14 dams in the Mekong Cascades in Yunnan and 12 in the Lower Mekong) on the more than 4,800 kilometer-long Mekong include:

1/ Changes in the natural state of the river prevent its current from maintaining its seasonal “flood pulse” which is of vital importance to the Tonle Sap Lake, the heart that regulates the eco-system of the Mekong River and the Mekong Delta.

2/ Changes in the current’s flow will result in a reduction in the wetland areas and destruction of the vital habitat required by the fish species of the Mekong that in turn will adversely affect the fish source and food security.

XAYABURI – ONE YEAR LATER: DON SAHONG – THE SECOND MAIN STREAM DAM IN LAOS

“Rice production in the Vietnamese Mekong Delta is further threatened by the building of the next dam on the main stream, the Don Sahong Dam in Southern Laos. This dam will block the Mekong’s main stream just before the famous Khone Falls, reducing its flow and endangering the Ramsar site of Siphandone and the crops and fisheries downstream. We observed that dry season rice areas are being expanded in Northeast Thailand, Southern Laos and Cambodia. Substantial water abstraction is occurring in these areas. During the past several years water supply during the dry season in the Mekong Delta was reduced severely, resulting in saline intrusion as far as 80 km further inland, adversely affecting crop yields. We call on the Lao government as well as the Malaysian investors to refrain from altering the main stream of the Mekong River to save the Lower Mekong environment and people.” [26-10-2013] Prof. Võ Tòng Xuân, Rector Emeritus An Giang University, Vietnam.

DON SAHONG - THE SECOND DOMINO 

Only twelve months after the ground breaking ceremony on 11/ 07/ 2012 for the Xayaburi Dam (1,260MW), sooner than expected, Laos took the much controversial step to give the green light for the construction of the Don Sahong Dam (260 KW). On October 3, 2013 the Lao government advised the MRC of its intention to build the second run-of-river Don Sahong Dam across the Mekong’s main stream in the Khone Falls/ Siphandone area of Champasak Province located only 2km from its southern border with Cambodia. The Lao government has yet to make official the project’s final design and other details concerning the Don Sahong Dam. Preliminary information shows that this dam would be 30m in height, 100m in width, and situated on the 5km long Hou Sahong Water channel. [5]

Without waiting for the consent of the other Mekong countries, the Lao government has already confirmed that the implementation of the Don Sahong Project will begin in November 2013 with the expected completion in February 2018 and the commercial operation is set to begin in May 2018. The entire power output will be sold to the government-owned company Électricité du Laos (EDL). [5]
Milton Osborne, the author of The Mekong – Turbulent Past, Uncertain Future drew the attention to the fact that the Lao government only notified Thailand and Vietnam but failed to inform its neighbor Cambodia of its intention to construct the Don Sahong Dam. Just like in the case of the Xayaburi Dam, this notification also includes the customary reassurance that “the dam does not create any impacts on the river sections downstream.”

“Sản xuất lúa gạo Đồng Bằng Sông Cửu Long bị đe dọa hơn nữa do xây con đập thứ hai Don Sahong ở Nam Lào. Con đập chắn ngang dòng chính Mekong ngay trước khi đổ vào vùng Thác Khone, sẽ làm giảm dòng chảy, gây nguy hại cho khu bảo tồn Ramsar Siphadone, cho mùa màng và ngư nghiệp dưới nguồn. Chúng tôi đã chứng kiến những cánh đồng lúa lan rộng trong mùa khô trên khắp các vùng Đông Bắc Thái, Nam Lào và Cam Bốt, đã rút đi một lượng nước sông rất đáng kể trong vùng. Nhiều năm qua, nguồn nước cung cấp cho các vụ lúa mùa khô nơi ĐBSCL đã bị sút giảm nghiêm trọng, hậu quả là nạn nhiễm mặn tiến sâu vào đất liền xa tới 80 km và gây tổn hại cho mùa màng. Chúng tôi kêu gọi chính phủ Lào và các nhà đầu tư Mã Lai hãy tự tiết chế không gây tác hại thêm cho dòng chính sông Mekong nhằm bảo vệ môi sinh và cư dân nơi hạ nguồn.” [26-10-2013] Gs. DON SAHONG CON DOMINO THỨ HAI 

Chỉ mới 13 tháng sau, không lâu sau lễ động thổ con đập Xayaburi 1,260 MW ngày 07/ 11/ 2012, [3] Lào đã tiến xa thêm một bước nữa, nhanh hơn dự kiến khi quyết định xây con đập Don Sahong 260 MW gây rất nhiều tranh cãi. Ngày 3 tháng 10, 2013, chính phủ Lào thông báo cho MRC về quyết định xây con đập dòng chính thứ hai: Don Sahong, là một con đập-dòng-chảy / run-of-river dam nằm trong vùng Thác Khone / Siphadone thuộc tỉnh Champasak, Nam Lào chỉ cách biên giới Cam Bốt 2 km. Lào chưa công khai đưa ra một đồ án chính thức / project’s final design và chi tiết về con đập Don Sahong. Nhưng sơ khởi chỉ được biết con đập cao 30m, có chiều ngang rộng 100m, trụ trên suốt chiều dài 5km của hẻm nước /water channel Hou Sahong. [5]

Và cũng chưa cần biết có đạt được sự chuẩn thuận của các quốc gia Mekong trên quy mô vùng hay không, nhưng chính phủ Lào đã xác định công trình xây dựng đập Don Sahong sẽ được khởi công trong tháng tới (11/ 2013), dự trù hoàn tất và hoạt động phát điện vào tháng 05/ 2018. Toàn lượng điện sẽ được bán cho công ty điện lực nhà nước Lào (EDL/ Electricité du Laos). [5]

“Normally, before we start blasting the riverbed, the Lao tradition is to ask the spirits in the area to forgive us for disturbing the river,” said Viraphonh Viravong, deputy minister of Energy and Mines, the chief technocrat behind the project. 

“A Lao energy official says construction on the Pak Beng dam is pending approval from the government. Developers of the second dam proposed on the Mekong River in Laos have completed the design and impact assessment for the project and are awaiting the government green light to proceed with construction.”


XAYABURI: THE FIRST DOMINO TO FALL 

On Wednesday, November 7, 2012, Rewat Suwanakitti, the Deputy Director of the Xayaburi hydroelectric dam project, announced that the ground breaking ceremony for the building of the dam has been conducted because: “The Lao authorities told us that we could begin construction.” One day prior [Tuesday Nov. 6, 2012] the Prime Minister of Laos, Thongsing Thammavong, confirmed with the Wall Street Journal that the project was suspended pending further study. (11)

Clearly, this represents a breach of faith of a prior agreement Laos entered with her neighbors of the Mekong region. On a previous occasion, Viraphonh Viravong, the Lao Vice Minister of Energy and Mines, told reporters: “It has been assessed, it has been discussed the last two years. We have addressed most of the concerns.” (10)

With the ground breaking ceremony done, the construction team will start works on the “coffer dam” in order to redirect the Mekong’s current. This phase of the project is scheduled to last until May, 2013 whereafter actual construction of the “permanent dam” will begin.

XAYABURI: CON DOMINO ĐÃ ĐỔ XUỐNG 

Thứ Tư ngày 7 tháng 11, 2012, Rewat Suwanakitti, Phó Giám Đốc dự án công trình thủy điện Xayaburi cho biết Lào đã làm lễ động thổ để khởi công xây con đập thủy điện Xayaburi. “Chánh quyền Lào bảo chúng tôi có thể bắt đầu xây dựng công trình.” Trước đó một ngày [thứ Ba 6/11/12], Thủ tướng Lào Thongsing Thammavong đã lại nói với phóng viên Wall Street Journal rằng dự án đang tạm ngưng để chờ thêm khảo sát. Rõ ràng đây là một động thái một thách đố với thỏa thuận vùng và với các quốc gia Mekong lân bang. Viraphonh Viravong, Thứ trưởng Bộ Năng Lượng và Hầm Mỏ Lào nói với nhóm phóng viên một ngày trước đó, “Con đập ấy đã được lượng giá, đã được tranh cãi suốt hai năm qua. Chúng tôi đã đáp ứng hầu hết những mối quan tâm.” Sau lễ động thổ, các chuyên gia xây đập bắt đầu xây “con đập tạm / coffer dam” nhằm đổi dòng con sông Mekong, dự trù hoàn tất vào tháng 5, 2013 và “con đập cố định / permanent dam” được xây tiếp theo.

Lễ động thổ chỉ là hình thức “công khai hóa” những vi phạm cam kết của chánh phủ Lào với các quốc gia Mekong sau Hội nghị Siem Reap ngày 8 tháng 12, 2011. Giới báo chí ghi nhận, trong lễ động thổ ấy, ngoài các viên chức cao cấp chánh phủ Lào còn có sự hiện diện của các nhà ngoại giao Việt Nam và Cam Bốt. Sự hiện diện của giới chức Việt Nam và Cam Bốt rất khó hiểu vì đó là hai quốc gia chống đối mạnh mẽ dự án đập Xayaburi và nay chỉ có thể giải thích là “gió đã đổi chiều” từ chống đối nay đã chuyển sang thỏa hiệp hay đồng thuận.

This article is written after the last one titled “The Mekong Basin: A Challenging Neighborhood for the U.S.” appeared about four months ago on 04/11/2012. Recently, on July 13, 2012, the American Secretary of State Hillary Rodham Clinton announced an expanded program of action name "Lower Mekong Initiative 2020" and Myanmar has become the new member and the fifth country to join the LMI 2020. This new development marks a long range commitment of the U.S. to the development of the Lower Mekong. [3]

In this article, the author - who has spent numerous years monitoring the evolution and, sadly enough, also degradation of the Mekong – will attempt to review the progress status of the implementation as well as development of the “Lower Mekong Initiative 2020”. The author will also offer his own proposal, “The Mekong Institute Project”, in response to the Secretary of State Hillary Clinton’s call for ideas and dialogue.

Bài thứ nhất được phổ biến cách đây 4 tháng [04/ 11 / 2012], nay lại có thêm sự kiện mới khi Ngoại Trưởng Hoa Kỳ đưa ra một chương trình mở rộng với tiêu đề “Sáng Kiến Hạ Lưu Mekong 2020” [07/ 13/ 2012] với Miến Điện là thành viên mới thứ năm. LMI 2020 (Lower Mekong Initiative 2020) đánh dấu sự cam kết lâu dài của Hoa Kỳ với vùng Hạ Lưu Mekong. [3]
